I am an electrical engineer specialized in technology management and have a master’s degree in Energy Efficiency. I have extensive knowledge and experience in energy planning, policy design, regulatory frameworks and programs in energy efficiency and renewable energy sources through working with the Colombian Ministry of Mines and Energy and UPME, in particular. I have functioned as a national and international consultant for the IDB, UNDP, IFC and have been the director of national and sectoral projects in renewable energy sources, energy efficiency and energy management systems in industry. Since November 2023 I have functioned as the president of CREG, the Colombian Energy and Gas Regulatory Commission.

My track record in the academic field focuses on energy efficiency and renewable energy sources, energy management and the environment. I have managed research projects with national impact in the productive and institutional sector. I am currently a professor at the National University of Colombia and director of the Colombian Network of Knowledge in Energy Efficiency RECIEE, where 19 universities and a technological development center participate, developing research and innovation projects with knowledge transfer to the productive and institutional sectors. I am interested in developing and participating in interdisciplinary and integrated projects that offer solutions to complex problems for communities (both decentralized and off-grid, and those part of larger centralized networks) and society at large, with energy as a pillar.
